David Matsey

David Matsey was born in Gary and raised in Hobart, Indiana. He graduated from Hobart High School in 1962. He attended Wabash College and graduated in 1966 with a Bachelors of Art Degree in political science. He received his juris doctor from Valparaiso University School of Law in 1969 and began his practice of law in Allen County, Indiana. In 1970, he practiced in Lake County until he was appointed Magistrate with the Starke Circuit Court in 1978. He was appointed Judge of the Starke Circuit Court by Governor Evan Bayh in 1992, serving there until 2004. As a judge, he was appointed by the Governor and House Speaker to serve on several Indiana General Assembly study committees, including the Indiana Sentencing Policy Committee, the Probation Services Study Committee, and the Indiana Methamphetamine Task Force. He was elected by the district trial judges and served three terms as a board member of the Indiana Judicial Conference. He also served the Conference on its Civil Jury Instructions Committee, the Probation Committee, and the Community Relations Committee. The Chief Justice appointed him Chairman of the Probation Committee.


Mr. Matsey has been in private practice in Porter County since 2005. Mr. Matsey was nominated by the Indiana Judicial Nominating Commission as a finalist on three occasions for appointments by the Governor to the Indiana Court of Appeals in 1999 and 2000. Since 2005, Mr. Matsey has been appointed and serves as a Senior Judge. As a Senior Judge Mr. Matsey also currently serves as a family law mediator. He is also a trained and registered civil mediator.
